Fuel problem on 1994 XJ600s

Hi all I hope you have all been safe out there.
My project I have a question about it (here goes) when I start my xj600s I can only do this when the fuel tap is on prime and not on reserve or the on position, I think there is a fuel problem as when I took the fuel hose off the tap on the tank the fuel flows out as expected on prime but when on reserve or the on position no fuel comes out and yes there is plenty of fuel in the tank so the question I have is the fuel suppose to flow on all 3 settings or does it work on a vacuum for the on and reserve position I am not sure at this point if its got a fuel pump as its a 1994 reg the tank has been taken off by myself and put back on as I was working on the electrics. Any suggestions or input would be most welcome.
