Hesitation at high rpm

Hello all. I have an issue with my 93. Around 7k rpms and up the bike has a hard time accelerating. It will hesitate and bog down. Takes a good 10 seconds to reach 10k rpms from 7k. Carbs have been rebuilt and cleaned. one size up pilot jets. Float height has been set and confirmed at correct level. Carbs have been synced. New fuel pump, lines and filter as well. New petcock gasket kit and tank has been cleaned, also using only premium fuel (93). Bike runs perfect up till 7k. Also noticed on a test track that I cannot get the bike to go any faster than 90 mph, and it takes a very long time to reach that point if anyone can steer me in the right direction or give some input I would greatly appreciate it.
