engine timing problems

right so got the engine back together after cleaning and new seals
problem is i cant get it to time right
i have followed the usual threads to do this but im having problems
its says to turn the cam slightly so the chain will go on and when let go it should spring back a little
mine dosn't
i have the engine at tdc and the cams lined up with the dots and holes in the cam covers
also am i to have the chain guide in (exhaust side) or out
as if its in i cant take the chain off the cog on the cam
am i missing something simple here
any help very appreciated as id like to sort this before it goes back in the frame which im eager to do lol
