Steering head

I noticed that there is very little resistance when turning the handlebars when on its center stand. When I let go of the bars while riding i notice something akin to inbalance but it is not the front wheel as far as I can tell.
If I have it up on the center stand while someone is holding the bike and I yank the forks hard I do not notice any clicking sound or free play either.
Could it still be the bearings? I am a bit surprised because it has not been ridden hard and despite being a -99 it has not been ridden that far either. Do I need special tools in order to replace the bearings?
