Idle/Carb Issues Please Advise

Startup cold, full choke, and it starts up fine, idles for a few minutes then idle raises to about 3k rpm. Try to rev it and it won't rev past 5k, and also starts backfiring. If I lower the choke it runs for a few minutes and stalls out.
I have an infrared thermometer, so maybe I just need to properly tune the carbs? I did check the temps of the exhaust and I was seeing about 700* F. Seems a little high to me.
