Do they all run kinda rough @ 4k rpm?

Just wondering - my Seca gets kind of rough and loud around 4k rpm but smooths right out by 5k rpm. Is this fairly normal or something going on? Still runs fine but I tend to try not to dwell in that range... Carbs have just been done and tune up is up to date...
