Idle speed

Heylo everyone Im Cindy, a wee lassie living in Darlington Co Durham with a Scottish backround. I own my baby dubbed Cutie, a purple XJ 600 1993 ( tho imported from US in 1997 )
I've had my XJ for a yr & got a wee question for you guys ( & girls )
What is the recommended Idle for the XJ?
When cold she idles around 12-1300 RPM but when hot its 3000
Is this too much? When I reduced the idle when hot she wont start up at all cold!
Any advice or guidance would be bonnie thankies :3
