Carb Leak?

With the recent rains I've been cleaning up the bike. I noticed this on carb one.
the plug looks good though I just replaced them as the po had the wrong plug for the bike.
My question is do I need to do a full rebuild, or can I get away with something a little less daunting?
I also need to check the valves, I assume I need new gaskets afterward?
if the valves aren't in spec, should I take the time to get to the head and check on that as well, or am I just looking for trouble?
where is the line where you just take the engine out so it's all easier to get to? (and not kill my back)
