Carb Mixture Screws - No Effect?

Hi guys,
Well, I haven't posted in a long time. Didn't ride much last year because the bike just sounded "off".
Anyway, I have a '93 Seca II. Canadian version with the...uh...BDST28 carbs...? I could only find one reference to them on the site.
Anyway, I am attempting to sync my carbs and the mixture screws seem to make minimal to no change at all on 2 of the 4 carbs. Can those mixture screws wear out?
3 carbs are running a little rich and the fourth is running quite lean.
Thanks to this site I just discovered that the needles are adjustable in these carbs and I have never checked into doing that - will do so when I get home.
