Engine detailing/restoration questions

Guys, I'm tearing this thing down and the previous owner has nasty over spray all over the engine, plus a few years of neglect and oxidation. What is the best way to get this looking good on the cheap? I was just gonna take a wire brush to it on the drill and knock all that nasty off... Suggestions? Can you clear coat it afterwords?
