Spring that pushes the starter gear?

So still having troubles with the bike starting but I an going to clean the carbs (most likely the pine-sol way) and called a mechanic about my problem with the bike and he said they had a seca in there a couple minths ago that whined like mine when it started up and all they did was tweak the spring that is on one side of the bike and not have tontakenthe whole engine apart sinve the gears weren't stripped on the starter clutch or the idle gear. Has anybody heard of this before? Sounds like a cheap fix!
