Carb help

I am in the process of cleaning my carburetors and I don't know what the other round brass piece next to the pilot and main jet is. Does anyone know?
The reason I ask is because the one in the cylinder #2 float bowl wont let nearly as much air though as the others and I think that may be causing piston #2 to not fire.
Any thoughts?
