HELP!!!!

Ok as you all know by now, I'm definitely new to motorcycles! So here we go!!!!
Has anyone heard of a lowering kit for a '96 Seca II? Are they hard to put on? Is this something that I can do? I'm only 5'1" (SHORT)!
Also looking for a windshield (cheap!) and something to cover the tank by the seat, I am leaning over and my jacket I think is scratching the paint on the tank so I would like something to cover it.
Also I wanted to know if anyone has had a different type of saddlebags. For example, hard bags, or something that has to be mounted to the bike. If so I would love to know what you have!
