low idle

I am working on restoring a 95 seca 2. It will run in neutral at about 4000 rpm. When I put it into 1st, it drops to about 1200 rpm. If I try to add throttle the rpms drop and the bike dies. The carbs have been cleaned really well. when I pulled the plugs they were black. So, to much fuel? The carbs are not tuned well yet, because I dont have the tools/knowledge to do so. Any advice?
