Rubber washer main jet

Took my carbs back off my 94 seca again cause it started running bad. 2 of rubber washers that sit under the main jets had came apart of blocked the jet. This is the 1st time seeing rubber washers under jets before out of all the carbs I've took apart over the years. Do they serve a purpose? Or is it just something weird yamaha did.
