Gas leaking from (I think) drain on tank

So I filled up my gas tank today and it started leaking...

FLASH BACK to the hose on the drain nipple I removed that for some reason the P.O. had a screw shoved up it with a ton of RTV lol.

So the nipple it is leaking from is not the one directly in front of the seat... it is on the bottom of the tank right next to where the petcock mounts.

What is this thing for? Mine had been plugged for years with no ill effect I just would like to know for sure before I do it again. I thought it was an overflow or rain drain. My tank must be damaged on the inside. Odd I didn't see any rust.

I'm thinking about hitting it with some brake cleaner and JB Welding the inside of the brass nipple, then maybe a short section of fuel line with a plug in it for a belt and suspenders approach.

Sound ok?
