VIN Decoder Mismatch

I ran my VIN number through the decoder, and it doesn't quite match the decoder. The title of the bike states 1994, and the manufacturing date on the sticker states, 5/93, which makes sense. The VIN sticker matches the stamp on the head tube. But the VIN number's 10th digit is R, which points to 1996. Anyone seen anomalies like this that don't match the VIN decoder?
