bit on the bottom of frame

hi guys wondering if anyone could tell me what the thin metal frame bit on the bottom o the frame is used for
is it just for cable routing/protection
basically wanting to cut it off so the frame sits nicely on my lift

bottom of frame to the rear of bike (cable is sort of pointing to it...just below where the gear shifter clamp is

That holds the hoses for the fuel tank filler drain and the airbox drain. Keeps them out of the chain.
