Confused about bad consumption

I have my XJ for 7 months now and have put 7000km on, I bought it from a coastal town (durban) and had it delivered to me in Upington (1km above Durban) and my fuel consumption in town is 10km/l (23.5mpg) and on highway I get 14.5km/l (34mpg). As I undrstand it I should be getting at least 18km/l or 40mpg. My bike does not need enrichment circut to start, so it is running rich, Can it be that my carbs are so out of sync that it affects my fuel consumption like that? I must have that UK carbs as it is a 99 XJ600N. If I can get my consumption better I would love it as it would make my distance per tank 30+% more.
I ride solo
